MASTER LEASING

Vacant units in scattered-site buildings and properties throughout Los Angeles can provide an immediate source of permanent housing for unhoused individuals and families. Lease agreements between non-profit or government agencies and landlords can also eliminate barriers for housing choice voucher recipients who have difficulty locating or establishing tenancy in the current marketplace. 

We propose that the city identify and contract with organizations and companies with expertise in master leasing.  

 

Doing so will allow the city to more readily meet the needs of the unhoused population in a proven cost-effective model which provides maximum flexibility to house individuals and small-to-large families.
